Summary

The Secretary must review the duck‑stamp pilot program with State fish and wildlife agencies and other experts on the stamp program. The review must decide whether the pilot is a cost‑effective, convenient way to issue migratory‑bird hunting and conservation stamps by checking four things: increased availability; help for States’ customer service goals; whether physical stamps still serve as a conservation tool; and whether enough retailers sell the actual stamp. The Secretary must report the findings to Congress.
