The President must appoint the United States Commissioner after both the Secretary of State and the Secretary of Commerce recommend the person. The Commissioner serves only as long as the President wants and can be removed at any time. The President can also appoint a Deputy Commissioner after both secretaries recommend them. The Deputy is the main technical adviser and can take over if the Commissioner dies, quits, is away, or is sick. Neither officer gets paid for their work.
