People and vessels under U.S. authority must not break whaling rules. They may not hunt whales in ways the international agreement, the Commission’s rules, this law, or the Secretary of Commerce’s rules forbid, or buy, sell, move, import, export, or keep whales or whale products taken illegally. They must keep required records, give them when asked, allow inspections, and obey any rule the agreement or these regulations require.
