Title 16 › Chapter 15A— GREAT LAKES FISHERIES › § 932
Four people must represent the United States on the Commission. The President picks them. They cannot be paid for serving. One must be a federal official. Three must live in different Great Lakes States and know about Great Lakes fisheries, and one of those three must also be a state official. The President also names an alternate who fills in when a seat is empty or when a commissioner is absent from a meeting. While serving, commissioners are not treated as federal employees except for injury pay or tort claim rules under chapter 81 of title 5 and chapter 171 of title 28. The three state commissioners serve six-year terms. After November 14, 1986, the first appointments were staggered so one served 2 years, one 4 years, and one 6 years. If a vacancy happens, the President names someone to finish the rest of that term.
