Great Lakes Basin is the air, land, water, and living things in the Saint Lawrence River drainage basin at or upstream from where the river becomes the international boundary between Canada and the United States. Non-Federal source includes state and local governments, tribes, other non-Federal governments, private groups, and individuals. Nonindigenous species are plants, animals, or other organisms that did not occur in the Great Lakes Basin before European colonization of North America. Regional project is a U.S. Fish and Wildlife Service activity that affects fish and wildlife across more than one State or Indian Tribe in the Great Lakes Basin. Report is the United States Fish and Wildlife Service report titled “Great Lakes Fishery Resources Restoration Study” submitted to congressional leaders on September 13, 1995. Restoration is the rehabilitation and maintenance of a biological system’s structure, function, diversity, and dynamics, including reestablishing self-sustaining fish and wildlife populations. State Director is the head official in each of New York, Ohio, Indiana, Illinois, Michigan, Wisconsin, Minnesota, and the Commonwealth of Pennsylvania who is responsible for that State’s fish and wildlife management. Upper Great Lakes is the part of the basin upstream from the Saint Clair River–Lake Huron confluence near Port Huron, Michigan.
