Title 16 › Chapter 16— TUNA CONVENTIONS › § 955
The Secretary may make rules to carry out the United States' obligations under the Convention and this chapter, including following Commission recommendations and decisions. The Secretary must consult the Secretary of State and, for enforcement, the head of the department that runs the Coast Guard. If a measure affects fisheries managed by a Regional Fishery Management Council, the Secretary may, where practical under the Convention's schedule, use the procedures in the Magnuson‑Stevens Fishery Conservation and Management Act (16 U.S.C. 1801 et seq.). The Secretary can make these rules apply to all persons and vessels under U.S. jurisdiction, including vessels documented under chapter 121 of title 46, effective on a date the Secretary sets.
