Title 16 › Chapter 16A— ATLANTIC TUNAS CONVENTION › § 971b
Creates an advisory committee made up of 5 to 20 people picked by the United States Commissioners from groups involved with the fisheries, plus the chairs (or their designees) of the New England, Mid-Atlantic, South Atlantic, Caribbean, and Gulf Fishery Management Councils. A majority of members makes a quorum, and members can hold meetings to get public input and discuss U.S. actions on Commission recommendations. The committee must elect a chair for a 2-year term and meet at least twice a year when called by the chair or requested by a majority of voting members, the U.S. Commissioners, the Secretary, or the Secretary of State. Meetings are open to the public unless held in a closed session, and notices must be given in time. The Secretary must give needed administrative and technical help, and the Secretary and Secretary of State must share relevant fisheries and international agreement information. The committee sets and publishes its own organization, rules, and procedures, should be balanced among the various interested groups, and is not subject to chapter 10 of title 5.
