The Register of Copyrights must collect royalty payments, pay the Copyright Office’s reasonable costs, and put the rest into the U.S. Treasury as the Secretary of the Treasury directs. The Treasury will invest the money in interest‑bearing U.S. securities for payment under section 1007, and after 4 years the Register may close a calendar year's account and move any remaining or later deposits into the next year.
