Defines terms used in the chapter. "Children" means people under 18 years old. "Incites" means urging someone to act immediately when that urging is likely to cause it. "Members" means the plural. "Ethnic, national, racial, and religious groups" are sets of people defined by shared culture, nationality/origin, physical traits/descent, or religion. "Substantial part" means a portion so large that losing it would destroy the group's survival in its nation.
