Makes it a crime for two or more people to plan to block state or local police from enforcing criminal laws if the plan helps an illegal gambling business. At least one person must take a step to carry out the plan, at least one must be a state or local official or employee, and at least one must help run, fund, manage, or own the gambling operation. An "illegal gambling business" is one that breaks local law, involves five or more people in its operation, and either runs for more than 30 days or takes in over $2,000 in a day. Gambling examples include bookmaking, slot machines, lotteries, and numbers games. Games run by tax-exempt organizations under paragraph (3) of subsection (c) of section 501 of the Internal Revenue Code of 1986 are excluded if no private person benefits except payment for actual expenses. Violators face a fine, up to five years in prison, or both.
