Makes it illegal for someone who plans to cheat and then tries to carry out or hide that plan by filing a petition under title 11 (including a fake involuntary petition under section 303), filing papers in a bankruptcy case, or making false statements, claims, or promises about a bankruptcy proceeding, whether before or after filing, or about a case falsely said to be pending under title 11.
