Title 18 › Part I— CRIMES › Chapter 83— POSTAL SERVICE › § 1720
It is illegal to use, try to use, sell, offer to sell, or knowingly keep canceled or already-used postage stamps, stamped envelopes, or postal cards if you intend to reuse them. It is also illegal to remove or try to remove cancel marks or writing to make a used stamp look unused, or to take a stamp off mail. The crime can be punished by a federal fine, up to 1 year in jail, or both. If the person is a Postal Service employee, jail time can be up to 3 years.
