Unless a treaty says otherwise, the Postal Service can require any steamship to carry mail between the United States and a foreign port and must pay the ship the amount set by law. If the ship’s master refuses the mail when it is offered, the port officer who grants clearance must hold up the ship’s clearance until the Postal Service says the master accepted the mail or no longer needs that ship to carry it.
