Packages with any goods made wholly or partly by convicts or prisoners must have a clear label on the outside when shipped between states or to other countries. The label must show the shipper’s name and address, the receiver’s name and address, what is inside, and the name and location of the prison or reformatory where the goods were made. Goods made by prisoners on parole or probation, or by those in a penal or reformatory institution, are excepted. Anyone who breaks this rule can be fined under federal law. The goods sent in violation can be seized and forfeited to the United States using the same legal process used for seizing illegal imports.
