People who work for the U.S. Office of Personnel Management or in the public service must not, on purpose and with dishonest intent, block or cheat someone out of their right to take civil service exams under the rules the President sets in title 5 and OPM’s regulations under section 1302(a) of title 5. They also must not change or fake exam scores or reports, lie about a person’s score or standing, or give special or secret information to help or hurt someone’s chances of being hired, employed, or promoted.
