If someone crosses state or country lines, or makes someone else (even the intended victim) do so, or uses the mail or other interstate services like phones or transport, to hire a person to kill someone for money or as part of a promise to pay—or agrees with others to do that—they can be fined or jailed up to 10 years. If someone is hurt, the jail term can be up to 20 years. If someone dies, the punishment can be death, life in prison, or a fine up to $250,000, or both. Definitions: "anything of pecuniary value" means money, checks, business interests, or things mainly worth money. "facility of interstate or foreign commerce" means ways of travel and communication. "State" means a U.S. state, the District of Columbia, and U.S. territories.
