Makes it a crime to plan with someone, whether that person is inside or outside the United States, to wreck or destroy a ship on the high seas or inside the United States if the plan is meant to harm people who insure the ship or its cargo or who have lent (or might lend) money secured by the ship. It is also a crime to build or outfit a ship in the United States with the purpose of wrecking or destroying it for the same reason. A person convicted can be fined, jailed for up to 10 years, or both.
