The captain of a steamship or similar vessel mentioned in Title 46, section 151 must not have nitroglycerin, dynamite, other explosives, strong acids, or gunpowder on board unless it is for the ship’s use. Any cargo or ballast that, because of what it is, how much there is, or how it is stored, could endanger passengers or the vessel is also banned. Breaking this can lead to a federal fine, up to one year in jail, or both, unless another law specifically allows it.
