Makes it a crime for someone to intentionally use, release, or carry dangerous weapons or substances from a ship if the act is meant to frighten people or force a government or world group to do or stop doing something. That includes using or dropping explosives, radioactive, biological, chemical, or nuclear weapons, dumping oil, liquefied natural gas, or other toxic substances in amounts that can kill or seriously hurt people or damage things, or using a ship in a way that causes death or serious harm. It also covers knowingly carrying on a ship weapons, nuclear materials, or equipment or technology meant to make or deliver nuclear, biological, or chemical weapons (with some narrow exceptions for transfers allowed under the Non‑Proliferation Treaty), helping someone who committed these acts to escape justice, injuring or killing someone while doing these crimes, trying to do these acts, or planning with others to do them. Threatening to commit such an act with a clear intent can bring a fine, up to 5 years in prison, or both. The United States can prosecute these crimes when they happen on U.S. ships, in U.S. waters, by U.S. citizens or some people connected to the U.S., if a U.S. national is harmed, or if the offender is later found in the U.S., and in some other specified cases. The rule does not apply to lawful military actions during armed conflict or to military forces acting in their official duties. Property used to commit or benefit from these crimes, and the proceeds, can be seized and lost to the offender. Seizures and forfeitures follow the civil forfeiture rules in chapter 46 of Title 18, and customs duties usually handled by the Treasury may be done by officers chosen by the Secretary of Homeland Security, the Attorney General, or the Secretary of Defense.
