Federal authorities cannot charge someone under this chapter if the act was tied to a labor dispute and happened inside the United States and the state's law calls that act a felony, or if the state's law treats the act only as a misdemeanor (not a felony). Labor dispute: has the same meaning given in section 13(c) of the Act to amend the Judicial Code (29 U.S.C. 113(c), the Norris-LaGuardia Act). State: means a U.S. State, the District of Columbia, or any U.S. commonwealth, territory, or possession.
