Makes it a crime to use, threaten, try, or plan to use a weapon of mass destruction without legal permission. The rule covers attacks on a U.S. national who is outside the United States; attacks on any person or property inside the United States when the mail or interstate/foreign commerce is involved, when the offender travels in interstate/foreign commerce, or when the crime affects interstate/foreign commerce; attacks on property owned, leased, or used by the U.S. government anywhere; and attacks on property in the United States owned, leased, or used by a foreign government. A U.S. national who does these acts outside the United States may be sent to prison for any term of years or for life. If someone dies because of the act, the punishment can be death or imprisonment for any term of years or for life. "National of the United States" means the term in 8 U.S.C. 1101(a)(22). "Weapon of mass destruction" includes: destructive devices (see section 921), weapons made to kill or seriously hurt people by spreading toxic chemicals or their precursors, weapons involving biological agents/toxins/vectors (see section 178), and weapons made to release dangerous radiation. "Property" means all real and personal property.
