Defines three important words used in this chapter. "Torture" means someone using government power who intends to cause severe physical or mental pain to a person they hold or control, and it does not mean pain that comes from lawful punishment. "Severe mental pain or suffering" means long‑lasting mental harm caused by severe pain or its threats; by giving or threatening mind‑altering drugs or methods that deeply disrupt senses or personality; or by threats of immediate death. "United States" includes the states, the District of Columbia, and U.S. commonwealths, territories, and possessions.
