The Attorney General must enforce this chapter under section 2343(a) and can make rules needed to carry it out. A State (through its attorney general), a local government (through its top law enforcement officer or a designee), or a person with a permit under chapter 52 of the Internal Revenue Code of 1986 may start a lawsuit in United States district courts to stop violations of this chapter. A permit holder cannot sue a State or local government. No civil suit under this rule can be started against an Indian tribe or an Indian in Indian country (see section 1151). A State or local government bringing a suit may seek penalties, money damages, injunctions, or other court-ordered relief. This chapter does not waive or change the sovereign immunity of States, local governments, or Indian tribes. The remedies here are extra to any other legal remedies, and nothing here limits officials from using state or local law or courts to enforce other laws.
