Makes it a federal crime to use force, threats, or intimidation to hurt, scare, or stop someone from taking part in important civic life or getting certain benefits. That includes trying to keep people from voting, running for office, acting as election workers, using or applying for federal benefits or federal jobs, serving on federal juries, or taking part in programs that get federal money. It also covers harming people because of their race, color, religion, or national origin when they try to go to public schools or colleges, get state or privately provided services or jobs, join labor groups, serve on state juries, travel across state lines or use common carriers, or use public places like hotels, restaurants, theaters, gas stations, and similar businesses. The law also covers violence or threats during riots that affect businesses serving interstate travelers, and it protects people who help others take part or speak out peacefully against discrimination. States and local governments still have the power to investigate and prosecute these acts. The federal government may only start a prosecution if one of these Justice Department officials — the Attorney General, the Deputy Attorney General, the Associate Attorney General, or an Assistant Attorney General specially chosen by the Attorney General — signs a written certification saying a federal case is in the public interest and needed to secure justice. That certification cannot be delegated. Federal officers or a federal grand jury may still investigate possible violations. Lawful police actions are not banned by this law. Definitions: “law enforcement officer” — an officer (federal, state, or local) who can investigate or arrest for crimes; “State” — any U.S. State, the District of Columbia, and U.S. commonwealths, territories, or possessions.
