Taking without permission any official paper that was filed, kept, or deposited under U.S. authority to support a claim for money from the United States is a crime. This covers papers like certificates, sworn statements, depositions, powers of attorney, receipts, vouchers, assignments, and other records used to get payment. It applies whether the paper or claim was ever used or paid. Using or trying to use a paper taken this way is also illegal. A person guilty can be fined under Title 18, jailed for up to five years, or both.
