Knowingly making or submitting false papers about a pension claim or any matter handled by the Secretary of Veterans Affairs is a crime. That includes fake affidavits, certificates, vouchers, endorsements, or other documents; using a voucher dated later than when the pensioner actually signed or acknowledged it; or falsely saying someone appeared and was sworn. Offenders can be fined under this title, imprisoned not more than five years, or both.
