It makes it a crime to, on purpose and intending to endanger people (or acting with reckless disregard for human life), damage, disable, destroy, set fire to, tamper with, or put explosives or other destructive items in or near any motor vehicle used in interstate or foreign commerce, or in its cargo or parts used to run it. It also covers doing those things to garages, terminals, structures, supplies, or other facilities that support such vehicles, or making that property unusable or dangerous. Disabling or incapacitating a driver or worker, or reducing their ability to do their job, is also covered. Attempts or plans to do any of these acts are treated the same. Someone convicted under this rule can be fined and/or imprisoned for up to 20 years. If the vehicle was carrying high-level radioactive waste or spent nuclear fuel (as defined in the Nuclear Waste Policy Act of 1982), the person must be fined and imprisoned for at least 30 years or for life.
