Grand juries formed in a federal district must investigate alleged federal crimes that happened in that district. The court or any lawyer for the United States can bring those allegations to the grand jury. If a U.S. lawyer learns about an allegation from another person and that person asks, the lawyer must tell the grand jury about the allegation, identify the person, and say what the lawyer did or recommended. If a special grand jury has more work than it can handle, the district court may order another special grand jury to be formed.
