If a person who is responsible for keeping, moving, or paying out U.S. public money — whether they work for the government or not — refuses to pay or transfer that money when the Government Accountability Office or another authorized official lawfully orders it, that refusal will be treated as evidence of embezzlement at a criminal trial.
