A consular officer named in a commission must take testimony as the commission says. Each witness must be warned, sworn to tell the truth, questioned, and must sign a written or typed record made by the officer, someone he supervises, or the witness in the officer’s presence. Any foreign document being proved must be attached and signed by the witness. If all lawyers attend, they may allow spoken questions in addition to written ones. An interpreter must be provided when needed or asked for.
