Allows the Attorney General to ask to bring someone jailed or detained in another country to the United States to testify in a state or federal criminal case. He can arrange transport, keep the person in U.S. custody while here, and send them back afterward. The person must be returned to the same country without extradition or immigration proceedings. If a treaty covers the transfer, its rules apply. If there is no treaty, the Attorney General can act only with the foreign country’s and the witness’s consent.
