The Attorney General can make contracts, for up to three years, with a State, Territory, or local government to house, feed, care for, and employ people held under federal law. Those federal prisoners may only work on making items, producing supplies, building public works, or maintaining and caring for the state or local institutions where they are held. The payments to the state or local authorities for care and custody must reflect the housing, cleanliness, and food quality, and can be set to encourage decent, sanitary, and healthy living and meals.
