When state, territory, or local authorities refuse or lack suitable, affordable space to hold federal prisoners, the Attorney General may pick a site in or near the State, Territory, or judicial district involved and build a jail, camp, workhouse, or similar facility to hold federal detainees and others deemed appropriate.
