The Attorney General can let federal prisoners work for government departments on roads, caring for public lands, building levees, and other public projects paid for mostly or entirely by Congress. He can also create and run prison camps off Indian reservations and hold people convicted of federal crimes there. Costs to move and run the camps come from the appropriation "Support of United States prisoners," which the Attorney General may reimburse. He can pay inmates or their dependents wages from camp funds under rules he sets. All other federal laws about imprisoning, moving, controlling, disciplining, escapes, and releases apply to prisoners in these camps.
