Allows a United States attorney to stop federal prosecution and turn over a person under twenty-one years of age who was arrested for a federal or D.C. offense to a State or the District of Columbia if the Department of Justice finds the State or D.C. will take custody, handle the case, and doing so is best for both the United States and the young person. The transfer cannot happen if section 5032 forbids it. The United States marshal must move and hand the person to State or D.C. authorities when the United States attorney gives a written order. Before moving someone across State lines or to or from the District of Columbia, the person must agree to the return, or the executive authority of the receiving State or D.C. must demand return with an indictment or affidavit as required by section 3182. Travel costs are paid from the appropriation “Salaries, Fees, and Expenses, United States Marshals.”
