Making or altering fake ship or customs papers issued by U.S. officials is a crime. Anyone who creates or changes official-looking ship documents, ownership or clearance papers, permits, debentures, or similar U.S. documents — or who knowingly uses or tries to use those fake papers to defraud — can be fined, imprisoned for up to three years, or both.
