Bringing imported goods into U.S. commerce using fake invoices, papers, or false written or spoken statements, trying to do that, or causing others to lie about an import is a crime. Making false declarations without reasonable cause, or willfully acting or failing to act so the United States may lose lawful customs duties, is also illegal. Penalty: a federal fine, up to two years in prison, or both. Goods may still be seized under other laws. "Commerce of the United States" does not include the Virgin Islands, American Samoa, Wake Island, Midway Islands, Kingman Reef, Johnston Island, or Guam.
