Returning goods sent for export without paying duties, or to get duty refunds or other export benefits, to the U.S. without a customs entry is treated as illegal importation. People can be fined or jailed up to two years, and goods seized. Excludes Virgin Islands, American Samoa, Wake Island, Midway Islands, Kingman Reef, Johnston Island, Guam.
