It makes it a crime to knowingly bring into or send out of the country a stolen car, off‑road machine, boat, airplane, or any part of those items — or to try to do so. It is also illegal to import or export a car or off‑road machine (or parts) if its identification number has been removed, wiped out, tampered with, or changed. Not a crime if the ID was removed by a crash or fire, or if removing/changing the ID would not break the federal rule that bans altering vehicle ID numbers. Definitions: motor vehicle — as defined in 49 U.S.C. 32101; off‑highway mobile equipment — self‑propelled farm, construction, or special land equipment not for road or rail; vessel — as defined in the Tariff Act of 1930; aircraft — as defined in 49 U.S.C. 40102(a); identification number — for cars as in 18 U.S.C. 511, and for other equipment a maker‑assigned number or symbol used to identify it.
