Makes it a crime for a person who acts for an organization or a state, local, or tribal government to steal or misuse property worth $5,000 or more that belongs to or is controlled by that group, or to ask for, accept, offer, or give a bribe tied to a business deal (or series of deals) worth $5,000 or more. The rule only applies if the organization or government gets more than $10,000 in federal help in any one-year period (for example, grants, contracts, loans, guarantees, insurance, or similar aid). It does not cover normal pay, fees, or reimbursed expenses paid in the usual way. Agent: a person authorized to act for another person or a government (includes employees, officers, partners, managers, and representatives). Government agency: a government subdivision or an entity set up and controlled by a government to run programs. Local: a political subdivision inside a State. State: includes U.S. States, the District of Columbia, and U.S. territories or possessions. "In any one-year period": a continuous period that can start up to twelve months before the offense or end up to twelve months after the offense and may include time both before and after.
