Makes it a crime to send threats or ransom demands across state lines or to another country. Sending a message that demands money or reward for a kidnapped person can bring a fine, up to 20 years in prison, or both. Sending a threat to kidnap or hurt someone to try to extort money or value can also bring up to 20 years. Sending a threat to kidnap or hurt someone without extortion can bring up to 5 years. Sending a threat to harm property, damage reputation, or accuse someone of a crime to extort can bring up to 2 years.
