Within the U.S., outfitting, arming, or trying to arm a vessel, or issuing its commission, with the intent that a foreign government or people use it to attack people or property of a nation at peace with the United States is illegal. Penalty: fine, up to three years' imprisonment, or both. The vessel and gear are seized; half goes to the informer, half to the United States.
