The Secretary must create and send Congress an overall plan for the Program by the 180th day after December 8, 1993. The plan must describe how the Program will look when finished, summarize the existing parts listed in section 1411(a)(1), and give timing estimates for when the planned parts in section 1411(a)(2) will come online. The plan must also say how well the existing and planned parts meet the goals in section 1412 and how they affect importers, brokers and other users, and Customs Service jobs, operations, processes, and systems. For each planned part in section 1411(a)(2), the Secretary must make an implementation plan, test the part, evaluate how it helps meet program goals, and send those documents to the Committees. A planned part may be made permanent 30 days after those documents are sent, except days when either House is not in session for an adjournment of more than 3 days to a day certain or sine die, and Saturdays and Sundays when either House is not in session. The Secretary must also make a user satisfaction survey, report its results every two fiscal years (within 90 days after the close of that 2nd fiscal year), and send specific evaluations and yearly reports for the listed existing and planned components on the schedules tied to December 8, 1993 and fiscal years 1994 through 2000. "Committees" means the House Ways and Means Committee and the Senate Finance Committee.
