The Commissioner of U.S. Customs and Border Protection must send Congress an annual report about each violation of section 1436 (as changed by section 8007) and section 1584 that happened in the previous year. The report must show the violator’s name and address; what rule was broken; the port of entry used; a list and description of seized items and how many; where the items came from; who made the seizure, shown by port; the penalties CBP actually assessed, listed by violator and port; the penalties CBP could have imposed, listed by violator and port; and the reasons for any reduced penalties, listed by violator and port. The report must go to these congressional committees: the Senate Committee on Finance and the Senate Committee on Homeland Security and Governmental Affairs; and the House Committee on Ways and Means, the House Committee on Oversight and Government Reform, and the House Committee on Homeland Security.
