Goods that are under customs control — like items being moved on a customs bond, sent out for export with drawback, or any baggage that must be watched by customs — must not be loaded onto a ship or vehicle at night, on Sundays, or on holidays. A customs officer can give a special permit to allow such loading, but only under the same rules that apply when unloading imported goods or bonded shipments.
