Customs officers where a ship or vehicle arrives can place one or more inspectors on board while it is in that district, and if needed while it moves to another district. Inspectors can check the cargo, watch unloading, and carry out other customs tasks to protect government revenue. An inspector may seal hatches or openings while the vessel is not unloading and only the inspector can remove those seals. Inspectors can stop unloading for bad weather or dangerous conditions. Anyone (officer, owner, agent, or crew) who blocks an inspector can be fined up to $500.
