If goods from a foreign port stay on a ship or vehicle more than 25 days after the ship or vehicle was reported to customs, a customs officer can seize the goods and have them unloaded at the owner’s expense and risk, or put one or more customs officers on board to protect government revenue. The owner or captain must repay the government for the pay and living costs of any customs officer while that officer is kept on board.
