The Secretary of the Treasury may allow, when it helps trade and even if other laws say a bonded common carrier must be used, imported goods that customs has entered and inspected to be moved under bond by cartmen or lightermen between the ports of New York, Newark, and Perth Amboy, all in Customs Collection District Numbered 10 (New York). This must not take away any port’s rights or privileges as a port of entry.
