Customs must not release imported goods from a public store or bonded warehouse after written notice that someone claims shipping costs, other charges, or shared-loss payments on those goods. The goods stay held until proof shows the claim is paid or cleared. This also covers licensed customs brokers. Filing a claim does not change the United States’ rights, and the government is not liable for losses from refusing delivery. If the goods are forfeited or abandoned and sold, the sale money pays those costs like other lawful charges.
