If goods are loaded at a U.S. port on a ship owned partly or wholly by a foreign person and are taken to a foreign port just to be reloaded and sent to another U.S. port to avoid rules about moving goods between U.S. ports on foreign-owned ships, the goods must be seized and forfeited to the United States. The ship must also pay a tonnage duty of 50 cents per net ton.
